The Foundation Training Course (FTC) is the basic and compulsory training for newly recruited Bangladesh Civil Service officers. It is the first formal professional development programme they undertake after recruitment but before or very early in their posting. The training gives participants essential knowledge and skills they need as public servants.
FTC is designed to equip new officers with a strong understanding of public administration and development theory, government policies and rules, and the practical side of working in public service. The curriculum typically includes sessions on administrative systems, governance, development planning, communication skills, ethics and leadership.
This training sets the foundation for an officer’s career. It helps new civil servants understand not just policies and procedures but also the broader goals of public service, including serving the public interest and supporting socioeconomic development. Trainers emphasize professional behavior, responsibilities of government institutions and the importance of continuous learning.
